Teaching Great Lakes Stewardship, Tribal Government, and the Flint Water Crisis in Grade 4

A modern Michigan State History unit should not end when the automobile plants open or the Flint Sit-Down Strike is settled. Students also need to understand how historical decisions connect to current responsibilities for water, infrastructure, habitats, government authority, public health, and environmental justice.

Protecting the Great Lakes uses a Michigan Water Futures Lab. Students examine a connected watershed map, invasive-species evidence, manoomin and sturgeon habitat, Tribal natural-resource work, Flint infrastructure and accountability records, government-role cards, budget trade-offs, and monitoring plans. Their final task is a Water Action Compact that assigns responsibilities and explains how progress will be measured.

Begin with a connected watershed

Students first establish that water systems cross city, county, state, Tribal, and national boundaries. A watershed links upstream actions with downstream effects. That concept helps students understand why one community cannot manage every Great Lakes issue alone and why maps, monitoring, regulation, consultation, and shared funding matter.

  • Locate the Great Lakes, rivers, tributaries, wetlands, communities, and infrastructure.
  • Trace how pollution or an invasive species can move through connected water.
  • Identify which evidence is local and which evidence requires regional cooperation.

Teach Tribal stewardship as government work

Tribal Nations are governments with authority, institutions, expertise, and continuing rights. The lesson connects product 2’s sovereignty foundation to present-day natural-resource departments, consultation, treaty rights, habitat work, cultural knowledge, and public decisions. Students examine manoomin and sturgeon habitat as living systems tied to community responsibilities and government-to-government relationships.

Use invasive species to teach prevention and shared responsibility

Invasive-species evidence gives students a concrete cause-and-effect problem. The lesson asks who has authority, who has knowledge, who pays, and how success will be measured.

Teach Flint water through decisions, evidence, and accountability

The Flint sequence must avoid blaming residents or implying that one current compliance announcement erases the history of harm. Students examine infrastructure, source-water and corrosion-control decisions, resident evidence, unequal exposure, government roles, advocacy, replacement work, monitoring, and accountability. EPA’s current page notes that the federal emergency order was lifted in 2025 after requirements were completed, while also preserving historical documents. Those two facts can be taught together: current system status and historical responsibility are different questions.

Build a Water Action Compact

  1. Name the problem and the evidence.
  2. Identify Tribal, local, state, and federal roles.
  3. Include community and resident knowledge.
  4. Compare at least two possible actions.
  5. Assign a realistic budget or resource priority.
  6. Set a monitoring measure and public reporting schedule.
